I just inserted the same play as before, Zopper, because it was still second down. Had the penalty not repeated 2nd down, I would have accepted new orders.

Why SC couldn't decline it:

1) The 4 yard run on 1st down was over. 2nd & 6.
2) NE lined up in an illegal formation. 5 yard penalty no play repeat 2nd down - 2nd & 1
3) The 3rd play was seperate from the penalty, regardless of the fact it was still 2nd down.

Now accepting 1st & 2nd down orders.
