there are supposed to be a lot of in-jokes in the town. Like you can go into the kwiki-mart and open the freezer and see the old guy there as in one of the episodes. And you can talk to him as well. How can you have time to do that if you are on a 3 minute time requirement to finish the mission?

You can do the mission more than once, so you can take your time the first time to get the feel, and the jokes, then go back and do it seriously.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

I haven't tried it, but i think x-play with all of its crappy jokes gave it a 4 out of 5 which isn't bad, but they also gave vice city a 4 out of 5. so its kind of up in the air. I think they only did that to get people talking about them more, b/c they need to stand out against other big name sites like ugo and what notComment
