So who wins? I think that I'm right in believing that there is one more oil patch remaining, but if rah and Spaced both use their final wildcards to accelerate, can rah catch up and will he choose the correct side to pass Spaced? Will it come down to the winner simply being the person to send their orders in first on the last round?

I think Spaced has the edge in this one. Should both of them accelerate next turn and use all their remaining wildcards to accelerate, S will still be 1 square in front of Rah.
And yes, 1 final oil-patch.

Yes, but they will cross the line on the same turn, and rah will be further ahead at the end of that turn. The best way is to look at it this way though:

Rah has 18 spaces left. If he accelerates with both his wildcards he'll be moving at 11 next turn, and 12 the turn after. So next turn he will have 7 spaces to go, moving at a speed of 12, and so will cross the finish line in 1 and 7/12 turns, or 1.583 turns.

Spaced Cowboy has 15 spaces left. If he accelerates with his remaining wildcard he'll be moving at 9 next turn, and 10 the turn after. So next turn he will have 6 spaces to go, moving at a speed of 10, and so will cross the finish line in 1 and 6/10 turns, or 1.6 turns.

Therefore, Rah will cross the finish line first.
