The 50% of the total that are even numbered nukes get deflected, whereas the remaining 50% hits the player. I think.

The deflections are from ALL the people that try to nuke you, and are deflected to ONE person you choose. All the odd numbered nukes are deflected.
Example :
Player A deflects in direction player B
Player B nukes player A twice
Player C nukes player A once and player B once.
3 nukes hit player A, of which 2 are deflected to player B and one hits the target. Player A loses 1 city.
1 (from player C) + 2 (deflected from player A) = 3 nukes hit player B, who loses 3 cities and is dead

Results after one round :
Player A (2 cities remaining)
Player B (DEAD)
Player C (3 cities remaining)
Is that clear?
The fun starts when player X deflects 5 nukes to player Y, who then deflects 3 nukes to player Z, who then deflects 2 nukes back to player X, who has already deflected and dies
