Help with Game Title

I used to play a game many moons ago and I can't remember the title. I think it was called Empire. You created infantry, ships, etc and took cities to eliminate your opponent. I think some of the units were red X's. I don't think you could stack units. This was one of my favorite games and I'd like to hunt it down so I can play it again. Any ideas?
