    What's the highest a UN rating can go?

    For civil rights I was under the impression that 'excessive' was the most extreme, but this country -

    has 'frightening' for civil rights.

    And before anyone says anything, I only found this country because it is at the top of the world ratings for politcal freedom (today's UN report).

    Frightening is top for Civil Rights. For Political Rights there is widely abused, and then corrupted as the top. For economy there is frightening and then all consuming.

      I thought the order for economy was the other way around. 'All-Consuming' and then 'Frightening'.

        It could be. Both are too far though. I think the idea is that there are 2 ratings for each that are too far, from the perspective of the creator (obviously some people may want them being that far)
