    Eh. You endorse a UN member, and if that member has the most endorsements in the region, he becomes the UN delegate.

    The UN delegate is a person who is a spokesperson for the UN for the region, he updates the Factbook entry, he votes on proposals (prototype resolutions), and he has extra votes (equalling the number of his endorsements) when voting on UN resolutions. This, however, does not mean the nations endorsing would lose their UN votes; on the contrary, since/if they will vote the same as their delegate, their votes will be doubled.
