I greet my fellow delegates. I am saddened of the fact that now that I've decided to put forward a proposal, it is due to some very disturbing news.
A few days ago, the former delegate of our region and a shining example to all other free countries, the nation of Akiria, lost it's rightfully and democratically chosen leader, venerable Mr. Drogue. He was replaced by a sentient artificial intelligence that had been under development in an Akirian university.
As a result of this so-called "bloodless" revolution, the intelligence agencies of other nations of Apolyton report that Drogue is being held captive by the rogue AI, and that a systematic brainwashing and manipulation of the hapless Akirians is taking place.
Additionally, another country of our region, the Sovietskii Soyuz, has been, under the discretion of their leader it seems, extensively implanting cybernetic parts to it's citizens. They even have adopted 13375p34|< ('leetspeak') as their official language; all official communications are transcribed in both leetspeak and English. We are unsure of what to do with the Sovietskii Soyuz, but we Apolytonians plan to reinstate the rightful government of Akiria with all the resources we can afford.
The United Nations must act to prevent this from happening in the future. I have taken it as my duty to prepare a proposal, the United Nations Artificial Intelligence Act. It's possible enactment won't help Akiria or the SS which have or are planning to separate themselves from the UN, but us Apolytonians ourselves are preparing for a special task force that could, possibly, be the foundations of the future UNAITR (read below for more), should the proposal be voted upon and accepted before the General Assembly.

THE UNITED NATIONS ARTIFICIAL INTELLIGENCE ACT
1. This Act is meant to prevent a possibly sentient artificial form of intelligence from getting out of control, and to make sure the human species won't be replaced forcefully by thinking machines.
2. If this Act is set into force by the UN, all member countries that are developing artificial intelligences, in scientific, commercial, military or any other purposes, must implement a 'backdoor', a viable piece of code or some other way of programming or construction, that will allow the destruction or shutting down and reprogramming of an Artificial Intelligence Entity.
3. This Act will also form the United Nations Artificial Intelligence Threat Response Force, UNAITR, which will be a team created by hiring the most esteemed and renowned AI specialists from the member countries. The UNAITR's operation will be funded and supported by the member nations.
4. The aforementioned upkeep of UNAITR, and any other obligation brought by this Act, will only be enforced upon countries that either have or are developing an Artificial Intelligence Entity. UN members that do not research AI will not have to support this effort.
5. For clarification, and "Artificial Intelligence Entity" is a machine, a synthetic artificial being not born in purely biological or genetical means., that has passed the Turing test under carefully supervised circumstances, or a synthetic being which simply recognises itself as an artificial intelligence. Cloned, cybernetically enhanced people who were born in organic means or genetically engineered humans or animals are not defined as Artificial Intelligence Entities under this Act.
However, since this is a very grey area of ethics and philosophy, it is also suggested that the UN and the UNAITR together have the power to determine in an unsure case whether or not an entity is Artificially Intelligence and/or sentient.
