        Do like we do in Azur:
        Everytime they commit an infraction to the law, send the criminals into the sea (the distance depending on the gravity of the infraction). They will really hate being soaked and ill all winter because they had parked a car on a sidewalk.

                Possibily because the AI function which controls all their brains told them to respond to the survey (In a monotone voice) "I'm happy".

                Thankfully, if they're only getting 3rd, they must still have some glitches in their systems.
