    On any issue decision, there will be more than one effect.
    Let's consider Public Nudity.
    Approving this issue will raise your Civil Liberty rating, but it would seem to have a negative impact on your economy through cuts to the clothing industry, for instance.
    Manufacturing, retail, and cleaning establishments would all suffer.
    Additionally, can you imagine the "Hot Coffee Lawsuit" implication, had public nudity been permitted ?

    What are some more? Get you thinking here.

    Although you get efficiency from not spending the time needed to get dressed. But less efficiency through 'distractions'

        I guess it's all down to selecting the lesser evil, i.e. which option favours the quality you prefer and the policy you've decided to take.
