What do you do with repeat issues?

i've only had one repeat, that being the budget one. the first time, i voted to increase military spending, but this time i decided to increase educational funding instead because i'd just increased military spending on a different issue

Had the "insurance workers on strike" first. Gave them the damn money, just had it again... dismissed it. But I might not dismiss all repeats.

So, I voted option #5...
