    The 40 Hour Workweek
    A resolution to reduce income inequality and increase basic welfare.


    Category: Social Justice
    Strength: Significant
    Proposed by: Free Soviets

    Description:
    1. The maximum standard full-time workweek shall be set at 40 hours. Nations shall remain free to set their workweeks lower than this.

    2. No one may be contractually obligated to work more than 40 hours per week, except for the following exemptions,
    a ) military personnel
    b ) civil defense forces
    c ) civilian emergency response personnel
    Excepting military personnel, these exemptions shall only apply during emergency situations.

    3. No one may be contractually obligated to remain on the worksite without pay.

    4. On call hours shall count against the 40 hour limit.

    5. Work exceeding 40 hours per week that is voluntarily undertaken shall not exceed a total of 80 hours per week, and shall be paid at a rate of at least time and a half or an equivalent pro-rata time off in lieu. Nations shall remain free to set their allowable overtime hours lower and their overtime pay rates higher than specified in this proposal.

    6. The 40 hour week shall be implemented in a manner that does not reduce the standard of living of the workers. Nations shall enact the laws needed to comply with the 40 hour week within 1 year of the passing of this resolution and they may phase in the changes over the course of up to 4 years. The necessary changes must be fully implemented within 5 years of the passing of this resolution.

    7. In time of declared emergencies the national government may suspend this directive to any sector of the workforce it deems essential to the effective running of the country for the duration of that emergency.

    The Cerooan government will be debating this resolution, but it is expected that the COnservative majority will ensure Ceroo's position is AGAINST.

        Guardinia is undecided. We agree to the principle of having regulations on work hours and minimum pay, but the current resolution seems kind of "nit-picky" in this regard.

          Azan is for this, as we've implemented it a lot of time ago, but we think that a more suitable 44-hour week proposal will gather sweeping approval.

            Jonchastan is strongly in favour of the motion. It is only the greed of the capitalist class that prevents these minimum standards from being adopted.

              Cerooan business interests will be hampered if such a resolution passes.
              Should the resolution pass, we will, of course, introduce an 'opt-out' for individuals who wish to ignore the resolution and work as many hours as they like in per week. (as the UK has done with EU legislation in RL)

                The Republic of Ming Tran, though intrigued by this idea and understanding its merits, feels that this measure would hurt developing economies like our own and will be voting against such a measure.

                    Well, you might be legally allowed to do that... if not for the fact that there is no provision for any such 'opt-out' in the resolution, which states that the resules apply to everyone apart from a few, quite specific exceptions. This was quite deliberate on the part of the resolution writers.

                      The voluntary opt-out is included in the resolution.

                          I made a map!!

                          Im working on a political history of Ming Tran now as a start off point for my nations rp. Alot of the rp here seems to be military in nature and unfortunately a 100 identically cloned replicants of my entire military could be squashed as an afterthought of many of the 2.4-2.9 billion people nations here.

                            The roleplay is dominated by the situation in Azan, but there's plenty of other threads that people have been using for roleplay. Just start one up for your own nation.

                            As for signature... is there a "no signature for settlers" rule?

                            I thought you just went to control panel --> edit profile --> signature and just typed in what you wanted.

                              I definately will start an rp, I just want to finish my nations historical detail first. As for the signiture I just havent gotten around to it, these things must be planned carefully you know.
