    A resolution to increase the quality of the world's environment, at the expense of industry.

    Description: SPCC (Spill Prevention Control & Countermeasures)

    Oil leaks; from out of date pipelines or huge storage tanks/refineries can cause enormous environmental damage. The cost to taxpayers and future generations of the world due to a mass spill on land or at sea could be catastrophic. Millions of barrels of crude oil are lost to the oil-hungry nations of the world each year. We must unite to endorse the use of double-hulled pipelines and storage/transport vehicles worldwide. This would prevent environmental disasters like the one caused by the train wreck in North Korea in 2004, that killed 3000 civilians, or the underground pipeline leak outside San Francisco, where 15 Million gallons of crude oil leaked into the Pacific Ocean affecting between 300 and 600 acres of marshland near Suisun Bay.

    Oil storage tanks occasionally leak. The risk of leakage increases as the oil tank ages. If the oil storage tank is underground, a small oil leak may go undetected for a long period of time. When an oil leak occurs, it often contaminates the surrounding soil. In an area such as Long Island, this contamination eventually gets into the underground aquifer that is the sole source of Long Island’s drinking water. Therefore, oil spills in areas such as Long Island and other large cities are considered very serious. In other areas, oil spills are also serious, but may not contaminate the ground water to as great an extent. Oil spill cleanup steps are mandated by regulatory agencies and can be very expensive.

    This resolution would be a huge cost the Oil Industry at first, but in the long run ~ would help lower the cost of fuel and lower the cost of environmental clean ups ~ which as we know, are sooner or later passed on to the consumers of the world. This SPCC Regulation Act would benefit the fishing, tourism, shipbuilding industries, and trucking/transport industries.

    "Ban Single-Hulled Tankers" was an earlier resolution, passed by the United Nations back on April 25th, 2003 and was implemented on April 28th, 2003.
    That resolution had, Votes For: 16664 & Votes Against: 2670

    This proposal, is an updated extention of that resolution.

    First Minister Morgan caused a stir by sweeping the UN proposal off of his desk and into the bin in the morning session of Paliament, claiming that the Conservatives were all going to vote no on this proposal and no discussion was required as the result is obvious.
    However, the proposal was debated in the afternoon session briefly before the vote, which resulted in a NO vote.

    First Minister Morgan said that "Cerooan companies should not have to waste their money on unessessary improvements", pointing out that "faulty lines in other countries should be paid for by that nation, not the companies" and "the Cerooan merchant fleet is the finest in the world, not a single tanker would be found 'leaking' as it would be well-below the exempilary condition required by Cerooan maritme law".
    The fact that the resolution claims to eventually benefit consumers is completely bogus, as it is widely believed oil companies would keep any profits for themselves.
    It was decided however, that should the proposal fail to pass, tax incentives would be offered to all companies operating abroad that followed the recomendations in it.

      actually this sort of proposal would not only shut down the oil industry but would probably send many governments broke...

      Being an actual worker in the industry i know first hand that the leaks are not as wide spread as stated here, it usually is a result of poor maintenance over many years.

            Jonchastan is in favour of the current motion. However, after extensive debate, the National Congress of Delegates voted 648-512 (with 47 abstentions) to support the majority position in the region.

                OOC: I believe it proposes unspecified measures to maintain the structural integrity of oil pipelines.
                Everything changes, but nothing is truly lost.

                    I think it means additional precautions will be needed to prevent tanks, pipes and such things from leaking oil, causing contamination to the environment.

                            Jonchastan's UN ambassador defies National Congress
                            Ahmed Abu Mu'ammar (RSP) faces censure for his "reckless antics" in abstain on oil spill resolution


                            In a stunning move, Jonchastan's ambassador to the United Nations refused to vote against the resolution on oil spill prevention. Ahmed Abu Mu'ammar (Revolutionary Socialist Party) claimed that voting with the other nations of the region against the resolution was tantamount to "voting against the environment."

                            Jonchastan's official abstention is an embarrassment for the majority Internationalist bloc on the Central Committee, which has been calling for stronger ties with the regional community. A spokesperson for the minority Autonomy Caucus of the RSP hailed Mu'ammar as a "hero," while Hector Con Carne of the DCP characterised his actions as "the anti-democratic, reckless antics of a counter-revolutionary."

                            The National Congress is expected to vote this week on whether Mu'ammar should face censure and/or revolutionary discipline for is actions.
