    In a bold move, the self-proclaimed leader of the Republic of Frankychanland passes a series of policies that gives himself sweeping powers in the tiny country.

    His first act, abolishing the Parliament, was met with little resistance and those who spoke out were quickly escorted by FCL security police.

    Emerging as a true dictator, Frankychan has renamed the "Republic of Frankychanland" to "The Dictatorship of Frankychanland". Peace reigns supreme in the small, isolationist country.

    In a speech broadcasted over FCL radio, President-for-Life Frankychan had this to say:

    "Great people of Frankychanland...........mwa-ha-ha-ha-ha. A ha ha ha ha ha. A HA HA HA HA HAAAAAAAAAAAAAA!"

    A news commentatory had this for a remark:

    "Isn't it great that we are led by such a jolly President?"
    Despot-(1a) : a ruler with absolute power and authority (1b) : a person exercising power tyrannically

      Ceroo's ambassador to Frankychanland has informed the new leader that while we respect the new government (it is not our business how other countries choose to govern themselves), we are a little concerned about the treatment of those who objected to the change in governing style, at the hands of the FCL police.

      We do not wish to dictate Cerooan policy to smaller nations, however we will not stand by should any attrocities be committed.
      We welcome the fact that 'peace reigns supreme in the small isolationist country', and wish it to stay that way. The situation will be monitored.

          Guardinia fully supports Ceroo in this matter.

          While it is not our business to dictate another nation's government, we maintain nonetheless that the citizens of all nations have certain basic human rights and that no government has the right to abuse their citizens in violation of said rights.

          We welcome the fact that 'peace reigns supreme in the small isolationist country', and wish it to stay that way. The situation will be monitored.

            The people of Basus are Neutral and will be so in any coming conflict. Basus does not support Ceroo on this one. Only if the mayority of the Frankychanland people call for a change we'll be willing to assist.
            As long as Frankychanland doesn't break any treaties with us, the region Apolyton or the U.N we will continue our neurtral policy.

            If attrocieties are commited we'll break all forms of contact but we will not support millitary action unless the majority of the Frankychanland people ask us to.

              Guardinia respects Basus' position, but would like to point out the difficulty in accurately determining the true feelings of the majority in an isolationist dictatorship with police lurking at every corner waiting to pounce on anyone who speaks too bluntly against their leaders...

                We do understand the problem you bring forth Guardinia and you have a strong point there. But The people of Basus believe in the sovereignty of States and we respect this principle. It can only be overruled when the majority of people under a oppressed regime show their need for freedom or for a new regime.
                When a nation is part of international treaties or organisations it will be easier to undertake action but as long as they are an isolated nation we have to respect their sovereingty. Only if the attrocities are of such a scale that the Universal declaration of human rights is violated, Basus will join a coalition of U.N forces if more then 2/3 of the U.N agrees with military action.

                  The recent government change in Frankychanland has triggered a widespread international debate on the issues of human rights and national sovereignty. Guardinia has joined with Ceroo in publicly stating that atrocities will not be tolerated. This appears to have triggered further debate concerning the possible use of military force against "rogue" governments. Although no direct threats have been made, there has been some speculation concerning Ceroo's and Guardinia's willingness to back up their statements with military force if the situation was to deteriorate to that point. Both nations are major regional powers with potent military forces. As long standing allies, the forces of Ceroo and Guardinia have conducted joint operations on several occasions in the past and continue to conduct joint excercises on a regular basis. If they are truly willing to use their combined forces, Ceroo and Guardinia together are definitely no small threat to a nation like Frankychanland.

                  When asked to comment on the issue today, Guardinian UN Ambassador Isabella Fuentes had the following to say about the matter:

                  Guardinia once again reaffirms our previously stated policy that we will not sit idly by if atrocities are commited.

                  It should be noted, however, that direct military action is certainly not the only possible course of action.

                  We do agree that direct military action should be used only as a last resort and that such decisions should not be taken lightly.
                  Political observers were quick to note that the UN Ambassador's statement does not rule out anything. Clearly, the Guardinian government is keeping all doors open - at least for the time being.

                    in reaction of the public speach of Guardinian UN Ambassador Isabella Fuentes Basus's Safety advisor Peter van Schilfgaarde again urges the Nations of Apolyton to form a defensive community with a court of mediation. To settle international disputes in a civil way.

                      Guardinia welcomes the idea and would be happy to take part in such an initiative.

                      However, certain important issues would need to be worked out in order for this to work as intended. For instance, how would this body work in relation to nations that choose not to commit themselves to it?

                        Meanwhile, somewhere in international waters near the Apolyton mainland

                        Admiral Jacob Lee Evans looked at the live feed from the maritime surveillance satellite that was just now examining the group of ships currently 320 nautical miles south of the carrier battle group he commanded. He nodded and whistled softly as some rather familiar figures appeared on screen. "Hello Cerooan Navy", he muttered under his breath. "It's good to see you."

                        Turning to his Carrier Air Group (CAG) Commander, he spoke up a bit louder.
                        "Paul!"
                        "Yes, Admiral?"
                        "Our new neighbors to the south are Cerooan. Have the forward CAPs move in a little closer to them. Say - to about 80 miles for now. Verify IFF is on - Code B."
                        "Aye, aye, sir!"
                        The CAG Commander turned to relay the order to the aircraft flying Combat Air Patrol (CAP) up ahead of the Guardinian naval group. As they moved in closer to the Cerooan ships, they would activate their IFF pods. IFF stood for "Identification - Friend or Foe". These pods transmitted a coded signal that marked the aircraft as friendly to their own side's radar operators. Code A would have been readable only to Guardinia's own radars. Code B was shared with Guardinia's allies, so the Cerooan radars would immediately identify the aircraft as friendly Guardinians. This was - of course - an invaluable asset when conducting joint operations. Also, it was nice to have in situations like this, when two naval groups approached each other on the high seas. With the Guardinians activating their IFF and transmitting code B, the Cerooans would know who was out there even if they hadn't already spotted the Guardinian naval group with one of their own satellites.


                        Edit: Changed the story a little to have the Cerooans approach from the south rather than from the north. This makes sense since Guardinia - and the Apolyton mainland - are north of Ceroo, according to the old map posted in this thread.

                          First of all we could found a few obligatory organs. Their jurisdiction would contain all the apolyton states.

                          *The Apolyton Defence Initiative (ADI) It's main
                          purpose will be to defend Apolyton against foreign
                          militairy actions. It would look a little bit like N.A.T.O

                          *The Apolyton Court of Arbitrage (ACA). All disputes
                          between Apolyton states will be brought before this
                          court en settled by it's jugdes. The countries who
                          come before the court may both appiont a mediator on
                          their own behalf. The court itself will have a chairman
                          and two judges. Directly elected by the Apolyton states

                            OOC: I believe there WAS an elected court at some point, but it appears to be ancient history by now. Perhaps it's time to bring it back in...

                            Oh, and don't read too much into the naval group thing at this point. I'm just trying to illustrate how the forces of Ceroo and Guardinia are accustomed to working together.

                              The Central Committee of Jonchastani Councils wishes to strongly express Jonchastan's firm position against "regime change" in Frankychanland, or any other such imperialist adventure.

                              Genuine change in our troubled neighbour-state can only come about through self-activity from below. Freedom cannot be imposed from above.

                              We strongly believe that the people of Frankychanland will rise up and overthrow their oppressors, and all of Jonchastan stands ready to aid them in that cause. However, attacking the dictator at this point can only lead to the strengthening of his hand, as the people rally around him to repel the invaders and would-be occupiers.

                              We therefore urge caution and patience on our progressive neighbours, and give warning to the imprerialists in our midst to think twice before using events in Frankychanland as an excuse to increase their power.
