      I have been trying to figure out how the program rate these things. Since I don't think it runs a simulation model for all the tens of thousands of nations in the game, I figured it'd be some kind of simple formula. As far as I can tell, it thinks a high tax rate is bad for the economy.[/OOC]

                It's got some very weird aspects to it; I'd like to know how Praetor can have "a powerhouse of a private sector" with an income tax rate of 99%.

                  Indeed. At least my economy improved to "Weak" when I slashed income taxes to below 60%.
