Leland, S. Kroeze and I had a meeting yesterday. I think it was fairly useful. We decided that the UI was the priority for the time being, that we should start with a basic infrastructure and add features one by one, and... um... read the log, I can't remember the rest.

Btw, is your most recent website still www.gunsgermsandsteel.com? I was now looking on civ3.sourceforge.net, because if I try to go to the other site, I always get a 'This page cannot be displayed'. For several months already...
