Is there a guide to all the little flags that appear next to a city? I can guess the sad face for unhappy, the fist for riots, but what is the blue flag with the gray circle with the black dot it the middle and the bue flag with the black checkerboard?

But don't ask me for the meaning of every symbol. The fortress indicates that the is a fortified or at sleep unit in the city. The hands with the chain shows you that this city has some slaves. You are right about the fist. And the eye on blue ground stands for a watshfull city as Immortal Wombat explained. The sad one stands for unhappiness that is cused by special attack(not of pollution or something else). So now you can tell us whish one you with the black checkerboard you mean. I can't believe that it is this one with the wheel as the default AI can't use coorperate branches. Note that the bright blue is in game replaced by the collor of the player who attacked the city.
So that should be all:

Wow, there's actually two symbols there that I've never seen before/don't remember ever seeing before!
What are those smokestacks (2nd row, far right) and that weird target-cross thingie (at the very bottom)? Must be some late game things as I rarely play beyond the late industrial/early modern age...

Is the weird target-cross thingie for targetting nukes? I never did much of that, but it looks vaguely familiar."When all else fails, a pigheaded refusal to look facts in the face will see us through." -- General Sir Anthony Cecil Hogmanay Melchett
