    favorite strategy:
    wait till an enemy city on your border riots, then advertise with a corporate branch to increase unhappiness, and incite a revolt using a spy. If you have the eglatarian act it becomes one of your cities at almost no cost. Otherwise it becomes a new civ where most of the units are now gone and it's easy to take over.
    I have used this several times to take over desireable cities that were too well defended.

    Revolting city. Is that like when you have too much pollution and end up with garbage everywhere? That's pretty revolting eh?

      I am attempting an "armyless" game right now (showing my utter contempt for the current AI), taking cities only by diplomacy and intrigue. The combination of infectors and televangelists to reduce happiness works well in conjunction with Egalitarian Act and Cyber Ninjas
