Well if you think about it flak guns were nothing more than artillery pointed in the sky with explosive flak shells timed to detonate at a certain altitude.
Besides every Civ game has had this problem. In Civ 1 I lost many battleships to phalanx's. Civ 2 I lost many bombers to archers. C:CTP is the same way. CTP2 is the same way. GET USE TO IT!
If you want a slightly more realistic game go play Panzer General.

I don't know what you are all complaining about.
There have been plenty of Hollywood films where ridiculously small numbers of untrained American troops have defeated hordes of British Army veterans.
Its always better to attack/ defend in large numbers.
In CTP1 I lost huge cities defended by tanks to catapults.

M1A2Abrams was a way better game then panzer commander by the way. And oh my god this game is great
BTW I've made a mod to change Samurais to Legions.Just txt only post your e-mail in my Topic in Gen. forums.
