The key to the problem was posted somewhere by someone, yesterday. I played around with the suggestion and it has a tremendous effect.
GOLD is a key resource in CTP2. Gold allows for rush buys, maintenance of important buildings, but specially it defines your civ science "speed".
And yes, WAGES are the main factor of your savings. And yes again, WAGES are wrong in the game (see const.txt), and therefore everybody has 1,000,000 bugs at the end of 1500 AC and Tanks by 1400 AC.
The variables are set different as they should be, based on what the empire screen shows: central wage 12 gold per citizen, change 4 gold per notch. But in const.txt you find central wage 4 gold, and 1 gold per notch. What the hell is this???
So, if you want a harder game (there is still the issue about AI, tough), just tweak those variables to their "presented" values, and the big bank accounts are gone forever.
