Counterproposing???

For those who have been able to play the game...

Is the AI capable of making a counterproposal to the proposal that you make? (as in SMAC) - i.e. You propose a Trade agreement - they counter with a Tech agreement instead.

I had it counter one of my proposals just last night.

it was kinda cool.
