The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Hmm, I'm not sure if that would actually work, on a small map you'd probably end up with only twelve civs or something (physically just not enough room for more), but it's certainly worth a try...
