How exactly do you exchange advances or maps with other civs. The only thing i can do is offer my map or demand their map (which they always refuse). this angers me as throughout my whole game i cannot trade anything with anyone...

You've got to find a civ which is friendy with you, and use the correct tone of voice.
This has worked fine for me so far. I've exchanged maps many times, and advances a lot more.
Trading will usually be with a civ that is roughly equal in power, so I think the 'friendly' tone of voice is best. Also the order which the exchange is worded in (i.e. offer-request vs. request-offer) is important.

I have found that if you offer a civ 100 bucks on the very first shot you meet them, they will almost always ask to exchange maps the next shot.

Yeah, in my last game of CTP2 (read that any way you want), I keep everyone pretty happy, and had a number of civs exchange maps with me.
Hey, this is much better. We SHOULD talk about the things that work. Its a much shorter list that the things that dont.

I find the best way to "get what I want" from other nations is to use the arrogant tone of voice after using normal to get a peace treaty. Basically, you want to tell them to give it to you. Never had a problem with diplo since I figured that out. Actually, I find that most of the time I get offered their maps in exchange for mine. I suppose it could do something with the fact I like my units to be 'seen' by civs all over the world.
