    I like this idea because it gives the player a sense of importance to city growth milestones, ie "Yeah, we can build a university!"

    Certain military units should require city improvements, like you said.

    Don't forget, though, that if your population decreases, these improvements must shut down until population increases again.

    I don't ICS, so I don't know what pop requirement levels would be good, but to keep things simple, I would suggest only two. And it would be good if they corresponded to city radius growth, so perhaps 6 and 12? Most improvements would be possible at size 6 (seems a little high). Some are available at 1.

    It could also be tied to Wonders, for example, only a large population could build the Pyramids, Great Wall, or Space Flight.

      Even better, if they consult our ICS experts and include some kind of anti-ICS change in the firts patch.

        Too late now. Lets just hope the changes activision has made to the game will make ICS more difficult.

          That's a good idea, but I am not sure whether changes on such scale can be included in patches.
