One thing, while doing the map settings had not been covered are the maximum number of cities per government.
As we are playing on a non-standard map, being Gigantic, we might want to change the govern.txt file to adapt to the map-size.
If you are happy with the default size, just vote No, don't change.
Otherwise choose the percent you would like to see in place as a change.
For people not in the possession of CTP2 some explanations:
Each government has a limit on the number of cities you can have, before getting additional unhappiness.
For example, Tyranny, with which we start allows a maximum of 10 cities to be owned by the player (Human/Computer).
This number changes with the government (Monarchy doubles it to 20).
So if you vote (i.e.) 20%, this would mean that it would allow Tyranny to support 12 cities without extra unhappiness (24 for Monarchy).
Also keep in mind we have 70% landmass.
