But there is an option to allow the AI to change it within one of the files. Can't remember if it's strategies.txt or one of the others. Be careful though, as you don't want a war strategy giving the AI a less-than war readiness.

But they do in your mod, right? I noticed this several times already. They even moved the slider bars once (but that was when I accidentally left an AI in control of my empire for a turn, an empire which had very minimal happiness & food and maximum production & science; obviously the AI couldn't deal: once I got control back half my armies were disbanded, workday was at minimum and war readiness at alert).

whether or not the AI gets stuck at lower levels probably depends on how exactly you set the numbers, but it will get caught off guard much more easily, which won't do the game any good as AI performance is already less than optimal, to put it mildly.
