It seems to me that aside from no tech or gold development and shoddy production, anarchy's not all that bad. it has huge max and min city distances and a huge city limit (1000?!) Wouldn't lowering these add a new layer to the game? You wouldn't just sit there and say "Hmmm, need more cities, time to Corporate Republic." and then it's done, just like with most government changes it should be a struggle to form the new government and give it legitimacy. You'd have to really want and prepare yourself from the new government, and there would be that incessant improbability of fighting two wars in a state of anarchy, it would really add some revolutionary stuggle to the game...unless I'm just all wrong

Interesting idea... that is almost crazy enough to work out really well... have to tried changing anarchy and seeing the result... since I know nothing about the governments other than I like the Republic early... would this mean if you dropped max cities to say 25 you'd have a revolt in some if you are over that number and if so... I'm changing it now... fun is one thing, but realism is another... ever notice that any change in government has always lead to a war... why not here...

Actually, I remember finishing a game that way in CTP1. I was way over the city limit for any government and needed to take about 10 more cities. The armies I had in the field were enough to win without reinforcements, so I just kept overthrowing the government until they won.
