    Turn 34 to the English

    Viking News Report:

    The good citizens of the southern cities of Bornholm and Bergen are feeling uneasy about an increasing German military presence to the south of the Viking nation. Whilst there is no antagonism between the Vikings and the German there is at presence (contrary to some foreign reports) no official diplomatic relations between our nations.

    It is known that a diplomatic team is heading south with the intention of establishing an embassy with the Germans. It is important to the security of both nations that an official border is established diplomatically and not by means of an arms race on border lands. Frazer will seek permission for a Viking diplomatic presence in Germany and it is to be hoped the great Viking nation will not be denied.

    Frazer could you please resend the turn I recieved turn 34 and I need turn 35.

    John Whitman Englands Secretary of State, called a press conference from his office in London, he addressed two issues during the press conference. First he addressed the cannon who was spotted just outside of Norwich's border, " We apoligize for having our unit in SFU territory, he was returning home to Norwich when he was spotted by the Slavic calvary. The cannons had been out patroling during the crisis and when the land agreement was finalized, the cannons immediately started for Norwich. We would also like to mention the Slavic Calvary who was right outside Norwich last turn."

    The second issue he addressed was the false rumour that England is communist, the confusion arose from the fact that England has a communist party. We actually have seven different political parties making up 3 coalitions they are, the Central Coalition made up of Republican, Federal, and Liberal parties holding 62% of the seats, they are coalition backing President Sophanthro. The National Coalition composed of the Military Glory party and the Nobility party, holding 25% of the seats. The Peoples coalition consisting of Socialist and Communist parties holding only 9% of seats. The remaining seats our held by independents.

      Chairmanship of the INC

      In order to give this body any influence a free election must be held to decide it's Chairman.

      Given that Ed is held to be unacceptable by the Slavs and Slamp is unwilling to assume the post there are only two possible neutral candidates.

      Frazer of the Vikings

      The HIE hereby nominates Frazer as the most suitable candidate being both honest and impartial. No insult is intended to Don but having had no contact with the Canadians Ireland is unable to determine his veracity and cannot honestly endorse a candidate about whom we no nothing.

      First Nominee + First Vote Cast.

      We await the verdicts of other nations.

        Turn 35 ==> Klair

        The English house has formed a special commitee in order to draw up an equitable proposal to fix the problems with INC, "All though we felt INC was fine the way it stood, we would like to create a body that no one would consider unfair" stated Alfred Nottingham chariman of the committee, their proposal is expected out later today.

            The English committee believes to strengthen INC and make it a viable entity. Three ammendments must be made.

            Article 6
            1. Voting for the GS will be conducted in an open forum, and no veto will be accepted, because of the small pool from which to choose candidates.

            2. The GS's power will be limited to reporting. As from now on any country can open a discussion on a given issue. No issue will be closed until voting is complete or it disapears due to lack of interest.

            3. Dispute resolution. The voting in disputes will be secret ballot, only known to the current GS. This will prevent countries in a dispute from leveraging votes.
            3a. To prevent fraud in voting, an independent auditor will be appointed if one country feels that the GS has lied about the votes. The Auditor will be appointed in the same manner that the GS is elected. The nations will then resubmit their votes to the independent auditor. This vote will be the final vote.

                The Statement of SC

                We will not accept the organization without veto right. The international organization is not a Union or federation where the majority of votes can be used. The veto right is the guarantee of indepedience of all nations. The leader of all countries should have the approve of all countries. We cant accept the situation when 5 or 6 countries will form the alliance and will be domianting in this organization. This organization should be builded on the compromise. We are for German presidency and we will cast our vote for General Secretary to German Leader. We think it is the most compromise candidate.

                I decided yesterday to attack the English Unit of Cannon because I dod not heared any signs from English that they want to repair the damages of this action. But in the last moment I decided to withdraw the action (first cavalerist started to moving to cannons but in the last moment General Molotov ordered to stop) aftre my meeting with Irish. Our relationships with Irish is better and we decided not to attack the English to not destroy this relationships and in the name of peace and we say strongly that if English will enter to our territory onesm more we will attack their unit. We didnt do it now because it was a first and we think last time. And we decided to expel the English Diplomats from our territory when they will be entering to it. If not, we do not do it. English diplomats have no rights to enter to our territory.

                  ***********GERMAN WORLD REPORT*********

                  German President Ed had the following comments released to the world about the INC proposals:

                  I do not have any specific things to add at this point, but I would like to add a few issues that we need to work out.

                  1. Veto. I can see this will be a tough issue for us all to decide. I hope that we will begin to see more input from the other nations, and not just the three most vocal. I see both sides (having veto and not having) In my mind, I think there will be times when we need to have veto power and other times, the majority rules. The hard part is determining which situations will call for veto power. When voting for GS, if veto power exsists, this could put the INC in a stand still. In the final draft, we need to be specific when a veto can be used.

                  2. The election of INC GS. I'm very proud that I was chosen as the first GS of the INC (The validity of that vote is in question, but I am proud of the majority support I have). In our INC charter, the length of GS term should be addressed. I mean, will the GS remain until one nation calls for another vote, or will we set a time limit. In either case, we must make a rule that the GS will remain in office during a vote. If it is election time for the GS, it will be delayed until a current crisis is over.

                  3. The power of the GS and the role he will play. I believe that the GS will not have much power but will help in negotiating conflicts. Gathering information, sharing information that needs to be spread, and being a leader.

                  I encourage the more silent leaders to give their input so we can make this organizationn something that everyone wants to be a part of. I also hope that the more vocal nations continue. We are making progress as a world. This is a time of peace now, and is the best time to work on this project.

                      Turn 36 to Frazer.

                      The HIE is spiralling toward utter collapse and Civil war seems likely as open fighting broke out in Allenwood. A little known figure, Jon O'Doe, has emerged as the leader of the main opposition group, The Irish Free States Alliance. Also more popularly known as Jon the Misanthrope, because of his love of humanity, Mr O'Doe was recently released after serving 7 years of a 12 year sentence for 'Blasphemy' and 'Sedition'.

                      Leader of the Emergency Government, Cardinal Damocles, rejected claims of an end to the Empire and described Mr O'Doe as 'nothing more than a terrorist' and 'free elections to be a sin and an unnatural act'. Declaring the Army to be solidly behind him and that claims of mutiny in the Navy were exaggerated he assured the World that all dissident groups would be mercifully crushed and the ringleaders would be tortured to death for the good of their immortal souls.

                            We support the proposal put forth by the English goverment. We agree with President Ed that a veto vote will also lead to a stalemate and inaction. We call for the supporters of the veto vote to explain how we address this problem when the inevitable deadlock arises. What stops any particular country from constantly vetoing the vote when it doesn't get it's way.
