How to attach an AI to a player?

Can anyone tell me?

Type ' to open the chat window. Then you type /attach # where # is the number of the player to attach an AI to. To put the player back to human you type /detach # in the chat window.

Can anyone attach it or only the host or player directly before the player who is being attached to the AI?

Anyone can attach/detach an AI.
