I find all rules helpful and if I go back to playing PBEM would love them, however, I dont think people follow rules completely but I dont think people as a whole cheat, merely choose not to follow rules.

Much like a Lawbreaker could be anywhere from a speeder (going 3 MPH over posted limit) all the way up to a graduate of Murder,Inc.

I say that so no one thinks I am accusing anyone of cheating, no veils no hidden agendas, just saying that I believe most rules are either bent,twisted,turned-around or otherwise what is convenient for them, as long as its "close" to the intent of the rules

Thats why I post here and monitor how everything is going.

I say GO PBEM'ers!!
