I dropped them to prevent you from moving in the maglevs so I can move lawyers and file injunction your cities freely. If I wanted to attack you I would "empty" your cities first and then drop paratroopers inside them.

Does anyone knows why the ESP Center didn't work?
It says that you cannot be attacked unless you attack...

ESP center only works on AI
