Why not, us the older PBEM players sponsor a couple of newbies each? Show them the way to PBEM, teach them a couple of tips and take them under our protection? We could somehow take responsibility for them. Something like a big brother until they get "grow" and find their way to PBEM? A period of three months could be appropriate for sponsoring. I like it

Finally I would reccomend that you all reincarnate true leaders of the civilizations you have chosen and do some role playing.

I think I'm more of a Sitting Bull than a Geronimo type though that's cool... know of any good Chippewa or Cherokee tribe leaders? I've always been bad at history.
