NO. This is a High-Lander game!
Below from the settings on page 1 here.
As I see it, you get a something like a point when your target is killed. I think, that if I kill the americans, then I have to go after the original american target (which Zobo will inform me who is). Isn't that right ZoboKiller Game setting :
1. High-Lander Game : Only one civilization must survived.
2. Target Always count : If your target is killed by an other player, it has the same result as you would have killed it.?!

Depends how many cities the americans have left. 4 or fewer - then it is ok with me.
5 or more - let's have some more fun first
Else - how about letting Frazer have both. He might make a bigger confed-nation of his own and the americans.
