    After chuckling to himself for a while, Chairman Thor spoke without looking up from the report, "Perhaps we should show them just how much of our true productive capacity we have been holding back."

    "But Sir, Is that wise? even with the new scientific findings, there are still quite a few health problems associated with the pollutants"

    "I know that Chitoucouan, however, we must prove to our neighbours that the Incan Republic is not playing games and genuinely does put a cap on its pollution. Right now they think that the only reason we have such low pollution is beccause we do not have many industries."

    "With all due respect sir, I think they already know that. That is why they keep asking us to lower pollution."

    "No. They do not. They think of us as an underdeveloped polluting nation. That is why countries with 10 times our pollution demand that we lower ours first. Let us operate at maximum capacity and show them the amount of pollution we would churn out if we ran at that level from the beginning. Then in a few turns we will lower production levels and reinstitute the caps to bring everything to a normal level. After that, we will claim that we have done the world a favour, just like the Spaniards are doing now."


    "But sir..."

    "No buts! .. Begin the work necessary. From midnight today, there will be no productions caps. Lets show them what the true might of our proud nation."

      Turn to Madrid.

      Beloved Children, I smile when I look upon all nations and find them content! I have it in my heart to forgive the Welsh for their heartless murder of thousands of civilians, long after the genuine campaign against 'Morant' was over, as I am certain that King Constantine will show suitable pennance for his sin.

      I am deeply concerned by the tone adopted by my most precious 'brother' Tomas. It might almost be thought that Spain hankered after renewed conflict, but this time against her long standing friend and neightbour!

      No thought of danger emanating from France can have disturbed the Chancellory so why, I ask, all the anti-French rhetoric?

      France is, was and always will be, a Pacificist Nation dedicated to the promulgation Love and Peace throughout, and despite, a warlike World.

      As for the Inca assertion that they might, 'teach us all a lesson' by showing just 'how bad' their Pollution might be:

      I hope that I do not stand alone in condemning such a callous and destructive tactic. Please, my brothers and sisters, join with me in declaring such an act of careless neglect illegal!

        Dear Brother Jon,

        Spain in no way seeks to cause a disagreement between our great nations. Rather, we seek to make certain that no misunderstanding is allowed to cloud our respective judgements...

        We feel certain that our French neighbours will agree to our terms in much the same way we hope that our other neighbours the Greeks will respect their territorial waters by moving their submarine back from whence it came...

        To this end, Spain has gifted her Globe Sat images to all nations of the World - let them all see what Spain sees!

        Indeed, there are some interesting images to be seen, and Spain feels that she cannot hide knowledge about another nation from those nations that it might affect...

              Greece subscribes to Maritime Law, which finds that a deep ocean channel far from land, such as the one our respective submarines now occupy, are in international waters, and as such, are free for all to sail, providing no city limit has been breached. Therefore, we continue to invoke our right to travel these waters. Feel free to enjoy the same rights.

              But while we are on the subject of territorial waters, we now make a formal protest regarding your placing of sonar buoys inside the shore waters of Greece. In fact, one sits inside the city limits of the Greek city of Ouzo, where it is impeding local fishing vessels. We feel that such actions put a strain on our relations as friendly neighbours. Please be advised that should these buoys become an obstacle to maritime navigation, they will be removed by Navy Seals.

              Having made a Herculean effort to lower pollution, and having still seen no visible slowdown in the international pollution output, Greece feels it has now been proven that we play no role in this problem. Furthermore, we cannot tolerate the massive unemployment that our efforts have created in our homeland. Therefore, the fires of production are once again being stoked in Greece, with the goal of full employment throughout our country.

              We ask that the true guilty parties of this world stop hiding behind an innocent facade, and immediately begin to stop all production which leads to pollution.

                Turn to the saint.
                --------------------

                The Incan Republic has no complaint against who ever it is that is churning out so much pollution. However, we recommend that they not release so much into the air, it does cause all sorts of health problems amongst our population.

                Apart from that, I do not see why Pollution is even an issue anymore. Perhaps it is these bureaucrats who have nothing better to do than spread panic amongst people. I do not blame them really, they need to show themselves to be useful at something or the other... how else would they justify feeding their fat bellies with the finest Caviar and champagne at the expense of the people.

                That is all this raucus on pollution is about; something to help the bureaucrats look useful and important. The truth is, this whole story about the apocalypse as a result of people driving their cars is nothing but a myth. If it is not, then I would like to see some facts. To date, there has been no scientifically sound evidence that can show pollution will cause any harm to the environment in the long run.

                      If you were to tell the whole truth regarding the new settlement of Ouzo, you would have also mentioned that this settlement was only erected this cycle - therefore they were hardly the territorial waters you claim them to be when the buoy was first built...

                      As for the matter of the territorial waters that Spain claims, Spanish ships were plying these ancient waterways for thousands of years before the first Greek city was even build upon it's shores!

                      There is no destination for the Greek submarine to be journeying to, for this is an inland sea...

                      Indeed Spain doubts very much indeed whether the only other occupants of this water, namely the French, would welcome a ship of war to their shores.

                      Consequently, Spain thinks that, if the Greeks will excuse the pun, the Greek arguments frankly hold no water whatsoever...

                      Spain therefore asks the Greeks to patrol their side of the sea, just as we will patrol ours - indeed we consider a line running NW from Guadalajara to the local waters of Santiago di Compostela to be a more than fair arrangement.

                      To show our goodwill in this, we even offer to dismantle the offending sonar buoy voluntarily once we have an agreement.

                        Beloved Neighbour, Forgive me for I had assumed that the Submarine in question was far away and a purely Graeco-Spanish matter but in the light of your latest information France 100% endorses your sentiments.

                        France likewise has a substantial volume of Trade carried over this Sea and no military vessel, flying under any flag, would be welcomed in Sovereign French waters and passage North through Spanish waters will only take you into these.

                          How corrupt and hypocrite can St Jon be? Behind his blessings and "saintly" words are well hidden his careful designed practices of backstabbing and the total absence of respect to the territory of his fellow nations.

                          The French city of "Le Palais" was founded today two tiles away from the Welsh city of "Llangollen" in an island within a pure Welsh bay in the heart of Wales, hundreds of miles away from France, literally under our nose as near to 10 Welsh coastal cities are located in that bay!

                          I give one turn to the French to disband that city before I declare war!

                          In other news I congratulate the Greeks on the impressive reduction of their pollution, similar to the earlier attempt of the Spanish who have returned to the old, high levels of pollution."

                            It appears you have water on the brain! So let us respond:

                            While Ouzo may be a new city, the waters within her borders have been Greek for eons, as you well know. It is disingenuous of you to try and imply that merely because the city itself is new that Greece has had no long-standing claims on the region, both on land and at sea. We stand by our statement, and are gratified that you have recognized its legitimacy by your intention to remove the wayward buoy.

                            Regarding your contention that the deep-water regions where our respective submariners have come into contact belong solely to Spain:

                            It goes against the known laws of the sea to insist that these waters should be owned by one nation. This claim would raise no dispute with us if you were speaking of shallow coastal waters. But you are speaking of waters that are immense in size. It would take years for any ship to travel from Santiago di Compostela to Guadalajara! To claim that all the waters between belongs to Spain takes cojones!

                            In spite of this, we are willing to accept your suggestion that we divide up this sea, with a diagonal sea-border from Santiago di Compostela to Guadalajara. However, if we accept your proposal, we will expect to see no Spanish military vessel pass this new border into Greek waters. This means no Spanish ship may cross out of the city limits of Santa Maria Vittoria until it reaches Santiago di Compostela , and only then may it head out to sea along the diagonal line you have described.

                            And should a military vessel of any nation cross into Greek waters across that diagonal line, Greece will feel free to bring hostile fire upon said vessel without warning. That is the price you must be willing to pay if you wish to carve up this sea between us. Is that cost worth it to you?

                              I am deeply concerned to see that, once again, pollution has worsened considerably. I beg that you all look at the list of worst offending Cities and note that France has not one in the bottom ten and but three in the 'Low Thirty Hall of Shame' with none even reaching three figures! Most astonishing, and disgraceful, of all is to see that a primitive tribal people such as the Inca should hold the 'Crown of Filth' with the Pit that they have named Pucara. Abolish your heretic Communist ways and develop a written language so that you might read 'The Gospel of St Jon' rather than be misguided by the atheistic filth bespoken in Das Kapital!

                              As for the litany of lies coming from Cardiff, I say this unto the World. France is a wholly pacifist nation unpossessed of an army but she will not bow to threats! My Flock have had to deal with Barbarians in the past and can do likewise with any other. Had any ill intent been held would but a single group of pilgrims been despatched, to an unoccupied island, but rather a fleet of warships and a force under arms? King Constantine must surely realise that whilst France has no will for conflict Wales has no ability to prevail, should one be provoked! If forced I will, with sorrow in my heart, instruct my disciples to take up arms and defend themselves unto the very streets of Cardiff. Cheap victories over an already defeated, by others, Australia may have given you cause for an inflated estimation of Welsh military prowess but I would remind you that in France you face an entirely different prospect. I suggest that you think long and hard upon this matter for where do you hope to find other than perdition for yourself and suffering for your tribesmen from such an act of criminal folly?

                                That area has been inhabited by the Welsh for ages.
                                The Welsh city of Llangollen was founded many decades ago, before my rise in the throne of Wales. Your city has been built in an island one tile away from the continent, within Llangollen's radius. Not to mention that this island was planned to be settled soon. Maybe your insane logic prompts you to consider logically and fair to build cities hundreds of miles away from home and within the radius of another nation's city but we here in Wales respect each other's cities!

                                A pair of fighters has been sent to the area with specific orders. If they find the French city of Le Palais standing there they will attack.

                                And let me inform you that the Wales poses one of the strongest armies in the world and due to your distance from the area you will not be able to sufficiently support an invasion army in the contrary with me..."
