The page with all of the threads listed is the "forum". The individual threads, or topics, are the ones everyone's telling you about. If you go to the top of this page you'll see "Apolyton CS Forums > Civilization: Call To Power > CtP-Multiplaying > hum...." where "CtP-Multiplaying" is the forum, and "hum...." is this thread.
To look for a game, look at the Recruitment Centre thread and post your interest there. Make sure you subscribe to it, so that you get notified when someone replies, by clicking on "receive updates to this thread" at the top of the thread page.
