Seriosly, try registering the extension to the program using the next procedure:
Note: I have my Win 98 in spanish, so try to find if my translation don't reach your english Win
1. Open any folder
2. At the menu View (the 3rd) select the last option folder options
3. Select the last tab file types
4. Click on Add new type...
5. In Description write: Call to Power saved game
6. In file extention write .csg
7. At the bottom there are 5 buttons, click the first New action...
8. In accion write Open
9. In application for this accion click the button browse and select your CIVCTP.EXE and write at the end -l"%1" (L but lowercase).
In my case read: c:\ctp\ctp_program\ctp\civctp.exe -l"%1"
10. Click OK until all windows are closed
Now try double clicking the saved game. Get sure that is a .csg file
