Inca Leader,

We Americans are astonished at your short memory. Perhaps you have been chewing too many cocoa leaves. We direct you attention to our previous correspondence on this subject whereby we indicated the present location of our scouts would be the future location of our new city. You agreed when you accepted the peace treaty with us. We have not moved further south and yet you have moved a hostile force into the agreed upon demilitarized zone. Additionally, as you may recall you agreed to give us sugar just south of our location.

If you do not withdraw we will consider your action to constititue a hostile action. If it is war you desire, you will find us a considerable adversary. We have no hostile intent towards your civilization and believe we should be allies and not adversaries.

However, the path of our relationship is up to you. Keep your troops in the demilitarized and risk war or live up to your commitment. The choice is yours.
