As moderator my job is to make sure that the game won't delay more than 24 per player (I hope that won't take 24 to every player to play ). After that I have to open the player's turn and play his turn. This won't delay the game and won't let the civ abandoned. If I had to send an email every time someone delays then the game would get more slow.
And as neutral I can always open a turn and resolve any problem that might occur or prevent as far as I am able someone from cheating .
