Turn ..0 (10, 20, 30, ... etc.) is the only turn that a player can switch from unrated to rated (or vice versa with a heavy penalty). Anything that happens in between these turns is inconsequential as far as who substitutes for the permanent player. Only when the sub becomes "permanent" (on turn ..0) will the sub become "rated" in that game.
