First Nimrod I expect that you give the citiziens detailed infromation about the research goals, from the Great Library or as a summary or combined, not everyone in this DG might own the game.
Second RESOLUTION polls have to be Yes/No polls, no other type of poll is allowed for RESOLUTIONS:
III. Resolutions:
(a) These polls can be started by any Citizen, including members of the government, and must be used to propose resolutions. Resolutions, if passed, modify the rules that clearly affect the course of the game or the policy of the executive branch of the government (as defined in Article II of this Constitution). Except in case of impeachments which shall be decide according to Chapter 2 of Article V.
(b) The subject line must contain the word 'RESOLUTION', written in capital letters.
(c) They have to be Yes/No polls. Multiple-choice polls are not allowed as resolutions.
(d) Resolutions may not violate or change the Constitution. Resolutions may change, amend or remove any existing resolutions or judicial decisions regarding resolutions.
(e) If more than 1/2 of the voters votes in favour of the resolution, at least 1/3 of all Citizens vote in the poll and the Court does not declare the poll invalid, the resolution is considered passed. All Citizens must from that time on obey it.
(f) Resolutions of the Constitution must be recorded by the Court. The person who proposed the Resolution that has been passed must inform the Court of this as soon as possible.
(g) The Court will resolve all conflicts of resolutions. The Court�s ruling on an interpretation of a resolution is of the same power and authority as that resolution.
(h) Resolution polls shall expire in three days and the citizen who started the poll must include the expiring day in its first post.
(c) They have to be Yes/No polls. Multiple-choice polls are not allowed as resolutions.

In a Theocracy, law is religion, and the citizenry obey and respect the law. In a medium empire, even the Monarchy cannot match the Theocracy for its military appeal. Theocracy is the only government to allow the Cleric. When combined with the Wonder, The Hagia Sophia, the Theocracy's power knows no bounds.

The Monarchy relies on its might and religion to band the people in a tight, hierarchical union. With this union, the Monarchy provides the greatest strength for a small empire at war. Under all other conditions, however, other governments surpass the Monarchy.

Tyranny, Monarchy and Theocracy in comparision:
Tyranny is the most basic of all governments. Only the Monarchy surpasses the tight control of the tyrant for managing a small empire engaged in war. However, with larger or peaceful empires, all other governments surpass Tyranny.
The Monarchy relies on its might and religion to band the people in a tight, hierarchical union. With this union, the Monarchy provides the greatest strength for a small empire at war. Under all other conditions, however, other governments surpass the Monarchy.

For medium empires facing war, and for empires in search of religious warfare, the Theocracy reigns supreme. Theocracy is the only government to allow the Cleric.

Well that was a basic, the real interesting facts are the statistics of these governments:
government - growth - production - science - gold - military
Tyranny - worst - avarage - worst - bad - avarage
Monarchy - bad - avarage - bad - bad - good
Theocracy - bad - good - bad - good - avarage

That last list is the improtant piece of information, and it was Nimrods job to give this minimum of pieces of information the poll before. This table shows that it is worth to get as soon as possible a new government. And noone should wonder if there is no discussion in this forum if such stuff is not given.
But the other problem is not solved, yet. This poll is still unconstitutional, it should be official or an OFFICIAL poll.

And for me it is still no problem to ask Ming for renaming the poll so that it is constitutional, actual he helped me already to fix one of my polls. So it is no problem.
The only problem I have now here is a on-topic one. But I think with the information here it shouldn't be so difficuilt. Theocracy has a gold and production advantage over Monarchy, I think we don't need now a good military, we just need units, buildings and wonders, so with the Hagia Sophia we can build a wonder, maybe not in the near future, but the Cleric has the advantage of being a special invisible unit that is a big advantage for the exploration of foreign territory. And the special attacks.
