The official name is ICS (Infinite City Syndrome/Sleaze/Sprawl/Strategy) and it's an extremely effective strategy in Civ2 - but by many regarded a form of cheating (or at leasting ruining the fun). In CtP1 it's effectiveness is very much limited by the city limit. Although it still has its advantages, I don't think they outweigh the disadvantages (of ruining the fun of the game).
Gone for yellow too, stuff the best way to win, lets make it look nice.

Say No To War ICS!
What? I don't understand how it takes the fun out of the game to play the best strategy. Of course agains AI maybe something more Aesthetically pleasing is pleasant. But if you want to win, use rabbit.
I thought one of the main points of this democracy was to learn how to play CTP better. With comments like "stuff the best way" and "sleaze sprawl" and "cheating strategy" I'm beginning to wonder... maybe that isn't the main point of this DG. Have fun!
