Should we run with 4 or 5 Ministers (including President)?
Below I posted two proposals on how to divide the responsibilities between the Ministers. These ideas came forth from the formation of the Constitution but there is now some unclarity to which one should be adopted. The differences between the two are obvious (1 Minister) and hightlighted in bold.
The advantage of 4 Ministers is that already in the CtP2DG we are having difficulties to find enough people to run for all 5 positions while this DG currently seems to have even less active members. Filling all the positions with 5 Ministers will be harder than with 4. The advantage of 5 Ministers is that the responsibilities are divided more intuitively, are better balanced and make more sense.
I'm not sure whether or not we should consider any of the proposals for the Constitution made so far official, but in case it is, this is an amendment and therefore this poll will close in 5 days. (The exact wording of the actual Constittution text has been posted elsewhere in this forum by miggio and checkMate - but this text is a bit more readable.)
Proposal A: 4 Ministers
President
- The only person who actually physically plays the game
- Distributes the savegames
- Organizes turnchats and communiticates with the members in other ways
- In charge of government type
- Naming of cities
Minister of Domestic Affairs
- Responsible for City Management
- Sets Domestic Policies (Worday, Rations, Science, etc)
- Controls the Imperial Expansion agenda (where to found new cities, what to do with conquered cities)
- Determines what advances to research
Minister of Infrastructure and Foreign Affairs
- Responsible for Infrastructure (PW)
- Conducts diplomacy with other Empires
- Responsible for all (national and international) Emperial Trade
Supreme Commander
- In charge of Army, Navy and Airforce (as well as all unconvential units)
