This setting should be combines with land/ocean.
If we take a "wet" decision here, we should choose more land. Because when the first pollution comes, lot of swamps changes to shallow water.
If we chose dry, we could tilt the land/ocean settings more towards ocean.
I say Dry +1First they ignore you. Then they laugh at you. Then they fight you. Then you win.
