Mining & roading the gold is great, but not the most immediate task for the worker. Reason being, FS is not connected to AB, so even if you mine the gold, it will still need roads on several tiles before the gold can be connected. It's better IMHO to develop the food tile in the new city to allow the pop grows.

Once a new worker is built in AB, it can be used to road to FS and then mine the gold. Then we will get lots of commerce $$$$ and therefore faster research.
Thing is, we can get that commerce now. It's true the happy won't benefit immediately, but at the rate Fort Sierra is growing, it will easily hit pop 3 by the time we are even able to mine the gold. Food in the new city, on the other hand, simply invests in future tiles of the horse city - of which there aren't many. It has the horse and wheat, and that's pretty much it until we get some further improvements up over there.

The gold hill produces loads of commerce pretty much immediately. Extra food in the third city doesn't benefit us much until we can actually get some cottages and/or mines up in the area. As such, I think Rush the worker should mine the gold hill before moving on to the longer task of making multiple improvements to the new city's tiles.
