I think we should go for either Masonry (to be able to build a quarry; we don't need Masonry immediately with all the tiles to improve around Fort Sierra, but it would be good to have before embarking on a long project like IW) or Pottery (cheapens Writing, enables cottages for any generic tiles we don't want to farm). IW would be good as well, but I think Masonry before IW might be a good idea.
