I believe the borders won't be expanded quite yet, so to the copper and road (as opposed to mine)

We need to cover it if we do that. no need to risk a wolf or something wiping that worker out.

Good point, I forgot there was an animal with 2 moves. We should cover with the spear regardless of what the worker encounters.

With the worker roading first, the spear won't be kept unable to reinforce back to the city for more than a turn or so.
