Actually, moving the scout 9-3 might be good. That would reveal more tiles next turn. Following 9-3 with 9-x would take us to the same place as 9-9 then 3-x from the current position. Note that 3-x is probably what we would choose to do after 9-9 if 9-9-9 of the current position is wooded or elevated.
