If there is no majority vote, I will consider votes for less stringent options to be votes for the least stringent option that would gain a majority vote. Or have a runoff if there appears to be only two selections

I agree with Wise Ass & the quote by PJayTycy, so the closest would be #3.

If we do go with a tech trigger I don't think it should be 1 or All. It should be a majority.

I also think that the whole Role Play / Rules of interaction issue needs to be finalized first. We are playing with the Horde. These guys claim to 'play' very agressive barbarians, but as soon as the aggressive RP is turned on them they cry about flaming and personal attacks. I don't want to play a game like that again. ChrisiusMinimus is just itching for a fight with anyone. Look at how he responds to snoopy369's posts. I'd like to know when the Horde is RPing or just being a bunch of asses.

I still think that there should be a connection in someway between all the civs first, but I would think that writing would be the tech that would trigger "press releases" or "written statements."
