Oh, I forgot.
Regarding workers - I think one of them should start working on silk plantation and others continue to chop where possible.
Regarding Xian and Tassagrad which are out of things to do - I suggest making a missionary in each for the new two cities.
Dongjing will likely be able to start on courthouse this or next turn.
Mhasa will likely be able to whip courthouse this or in a couple of turns.
Chucks and scouts continue moving.
Southern scout passes between Voice and other GS territory to get to that trade route.
Research - Compass, as discussed earlier.
Where do we put those two settlers:
One in Tassagrad goes to razed city ruins.

Ok, I promoted the ax combat I -> shock so that it can beat the barb ax and placed it on forest backed up with archer, so that if it actually loses, the archer can strike back.

Cities should be placed for access to food resources and no other reason. Placing cities to benefit from biology later is a

Ok, opened turn. Wheat city near tassagrad kind of sucks right now. Clam city south of xian is much better as is the wheat north of xian(already got a farm, coastal). I vote for the clam siteif you want to stop terrorism; stop participating in it

Where do we have those tons of better sites?
Clam city south of xian is much better as is the wheat north of xian(already got a farm, coastal).
As I already said earlier, wheat and rice (ruined) sites where the two locations where no additional infrastructure is needed to start a city, so it's actually productive upon settling.
Every other site requires a work boat as a minimum.-- What history has taught us is that people do not learn from history.
