As per Blake, approval rate should be as close to 50% as possible, above that you're wasting happiness resources (if you specially and only because of happiness took care to obtain them), below you're wasting your population's potential.

The drop is caused by that one angry citizen in capital, but it doesn't hurt us in any way right now as it provides +2food for our settler production.
